Critical Components of Heritage Language Programs
Three areas are critical for the success of heritage language programs and U.S. language policy: Capacity Development, Opportunity Creation, and Attitude Improvement. Panelists discuss the theoretical and research base for these areas in program and policy development and their implementation in three program types: Spanish, Hindi/Urdu, and Native American.

Voices from Schools: What Educators Are Saying About Language Teaching

The Center for Applied Linguistics will present qualitative results of the National K-12 Foreign Language Survey, discussing with audience members what educators at public and private elementary and secondary schools say about key issues in foreign language education, including the impact of NCLB, teacher shortages, national standards, and future plans.

50 Years of Title VI
This session will describe the findings of a retrospective study on 50 years of projects funded by Title VI. Quantitative and qualitative data analysis was used. Results include major trends and the impact of key projects on the field. Implications for the future of foreign language grants will be explored.

Building the Foreign Language Capacity We Need

Effective Oral Proficiency Assessment K-8
Effective oral proficiency assessment should support and enhance classroom learning. This session will focus on designing effective formative and summative oral proficiency assessment for children learning a second language. CAL summative oral proficiency assessment instruments (ELLOPA, SOPA, and COPE), as well as exemplary formative assessment tasks will be featured.

Professional Development in Assessment: Building Common Understanding among LCTL Educators
STARTALK is a presidential initiative teaching critical languages to students from elementary to college levels in summer language camps. This presentation will explore the methods and results of an assessment training program, the STAR Workshop, which helps STARTALK Program Directors, instructors, and teacher trainers learn about and plan for assessment.

Survey of Schools Teaching Arabic as a Core Course, 2009
Since 2003 the NCLRC has been conducting surveys of K-12 schools teaching Arabic in the U.S. In addition to annually surveyed demographics about schools and students, the 2009 survey includes information about Arabic K-12 teachers and certification issues. Presenters and participants will discuss the significance of the findings and implications.

Chinese for Children: A Culturally-Rich and Proficiency-Focused K-3 Curriculum
Vignettes of culturally rich thematic units are shared to bring alive this innovative Chinese curriculum. Lesson activities and culturally appropriate chants, games, and songs are highlighted to illustrate how they motivate and engage learners in relevant learning experiences that promote the development of Chinese language and cultural proficiency in children.
