Literacy and Languages: How the Reality of Traditional Learning and Language Knowledge Affects Literacy Program Development
Implementation of an early grade literacy program for Ghana encountered conditions in the system of Ghanaian education that constrain delivery of a novel program. These include teacher language proficiency constraints--the ability to read English and the Ghanaian language of instruction. Traditions of staffing early grades with the least qualified teachers and not including reading in teacher training institutions underlie these constraints. Implementing a mother-tongue based bilingual program calls for adjustment across the educational system.
