Certain programs within New York and Texas are eligible to purchase most BEST Plus products at their state's discount rate. Each state determines which programs are eligible for the discount. NOTE: If your program receives test administration allotments from a state or umbrella organization, do not purchase any test administrations or print-based examinee test booklets directly from CAL without first consulting the state or umbrella organization.
