Policy Issues in Adult ESL

Federal, state, and local policies affect the ability of local ESL programs to meet learner needs and funding goals. Program staff must be aware of what current policies are so that they can make sure they are in compliance to receive continued funding. They also need to be aware of hindrances in policies to good instructional practice so that they can work with policy-makers to enact policies that promote effective programs.
