State Applications Process

The U. S. Department of Education (ED), under contract with the Center for Applied Linguistics (CAL), is supporting states’ efforts to improve adult English language learners’ achievement through a national Center for Adult English Language Acquisition (CAELA) Network. The CAELA Network will work with twelve states during the next two and a half years, from June 2008 – September 2010, to help states increase their capacity to provide high quality professional development for practitioners (teachers, program directors, and other administrators) working with adults learning English.

Key aspects of the CAELA Network include a research-based framework states can use to plan, implement, and evaluate professional development; training, technical assistance, and tools for applying the framework; and access to some of the nation’s most recognized experts in education for adult English language learners.

To apply to receive technical assistance through the CAELA Network, states should submit the application in hard copy with original signatures, to be received by April 30, 2008, to:
