
CAL Services and the American Recovery and Reinvestment Act of 2009
A major goal of the American Recovery and Reinvestment Act (ARRA) of 2009 is to improve student achievement by directing approximately $115 billion to school improvement and reform efforts in four areas: (1) adopting rigorous college‐ and career‐ready standards and high‐quality assessments; (2) establishing data systems and using data to foster improvement; (3) increasing teacher effectiveness and equitable distribution of effective teachers; and (4) providing intensive support and effective interventions for the lowest‐performing schools. The Federal government expects states, districts, and schools to spend ARRA funds targeted for education in order to improve results for students; increase educators' long-term capacity; accelerate reform; and foster continuous improvement, while at the same time avoiding recurring costs.
