Principles to practice approach for EL success

SIOP Training of Trainers (TOT) Institute: Foundations

Learn how to provide SIOP Model professional development tailored to the needs of your district and schools.

This comprehensive and interactive institute is designed to help participants develop and deliver SIOP Model professional development.

The Foundations institute is designed for those with a basic working knowledge of the SIOP Model through some past SIOP Model workshop attendance or self-study. Participants will review the SIOP Model and acquire knowledge and skills to help PreK-12 teachers better integrate content and language instruction for English learners.

This is the right strand for those who:

  • Have some experience with the SIOP Model, but have not fully implemented the Model in their classroom

  • Have not yet attended at least a four day SIOP introductory workshop and need a robust review of the SIOP Model

  • Are interested in beginning to develop the skills of a SIOP facilitator

  • Please note: this institute is not intended for those who are learning SIOP for the first time. Contact CAL about SIOP introductory workshops.


$1,250/person. Send 2 people or more and pay $1,200 each.

Cost includes all training materials (SIOP training manual, retail value of $199, and hand-outs) and breakfast and lunch each day.

Travel and hotel expenses are the responsibility of the participant.

SIOP TOT: Foundations Agenda

Day One:

  • Key characteristics and elements of effective SIOP Model professional development workshops

  • SIOP Model review with modeling of workshop activities for second language acquisition, SIOP Model overview and research, and the Lesson Preparation component

Day Two:

  • SIOP Model review with modeling of workshop activities for the components of Building Background, Comprehensible Input

  • SIOP workshop planning

Day Three:

  • SIOP Model review with modeling of workshop activities for the components of Strategies and Interaction

  • SIOP workshop planning

Day Four:

  • SIOP Model review with modeling of workshop activities for the components of Practice/Application, Lesson Delivery, and Review & Assessment

  • Presentations and peer review

Daily Training Schedule

8:30 – 9:00 am Breakfast and conversation
9:00 am – Noon Morning training session
Noon – 1:00 pm Lunch and networking
1:00 – 4:00 pm Afternoon training session (including mid-afternoon dessert break)

Registration and Payment

Register as soon as possible.

Please decide about your method of payment (credit card or purchase order) at the time of registration. Your seat at the workshop will be confirmed once payment is received. If paying by purchase order, you can complete the online payment form by entering your purchase order number. If you do not have a purchase order, complete steps 1-4 on the registration form to tentatively reserve your seat and fax a signed copy of the purchase order to 888-700-3629 as soon as possible.

Cancellation Policy
Participants may cancel their registration and receive a full refund three (3) weeks prior to the course start date by sending an email to store@cal.org. After that date, no refunds will be available. Registrants may choose to receive the workshop materials by mail or may transfer the registration to another individual up to three (3) days prior to the course start date.

Fair Use of CAL SIOP Materials
Individuals who have completed the CAL SIOP TOT Institute have permission from CAL to use CAL SIOP materials in the course of providing SIOP professional development to educators in their school or school districts. At this time, CAL does not offer endorsement or certification as a CAL SIOP facilitator for fee-based services. About SIOP Institutes

SIOP Training of Trainers (TOT) institutes are designed for district professional developers, district and school-based coaches, administrators, and teacher leaders who have some experience with the SIOP Model and who support teacher instruction. Participants need to be familiar with the SIOP Model.

Modeled after SIOP workshops, SIOP TOT institutes include a variety of activities, such as demonstration and explanation, analysis of video teaching sequences, and small group tasks. The resource Using the SIOP Model: Professional Development Manual for Sheltered Instruction will be incorporated throughout the workshop.
