  “States and districts face challenges implementing literacy policies and programs that are appropriate and beneficial for multilingual learners. A panel will share their perspectives and efforts to bring attention to the impact of adopted policies and practices that marginalize MLs. They will describe the landscape of policymaking and implementation that impacts MLs. Panelists will also share research-based findings on culturally and linguistically appropriate literacy practices for MLs.”
