Founded in 1959, CAL conducts applied research, develops language assessments and instructional tools, and provides professional development services to support education, research, and language policy initiatives.

CAL’s stakeholders include K–12 schools, adult education programs, government agencies, and international partners. Its core areas of focus include English learner education, dual language and bilingual education, immigrant and culturally diverse learners, adult ESL, and heritage language preservation. CAL’s work is supported by federal and state contracts, private foundation grants, and revenue from language testing products and training services.

In support of its mission, CAL maintains a hybrid IT environment consisting of physical servers, cloud-based systems, and legacy platforms. The organization seeks proposals from qualified vendors to conduct a comprehensive IT infrastructure audit to assess performance, security, compliance, and modernization needs.
