Elsa Fraser is the Director of Operations for the Language Assessment Division, with the primary responsibilities to oversee all operational aspects of the division, including budget development and monitoring; project planning and resource management; quality assurance and contract compliance. Elsa comes to CAL with over a decade of experience in a language industry’s leading company. Elsa brings corporate organizational management experience, having led teams both large and small, as well as a freelance workforce. Elsa has also managed large Federal programs which included hundreds of daily transactions, with nimble execution allowing her company to re-winning contracts in a competitive market. Additionally, she launched new programs with an organized and methodical implementation. Elsa is a French/English bilingual, being born, raised and educated in France, and received her B.A. in Spanish/Latin American Studies from the Université Charles de Gaulle Lille 3, spending one year of university in Monterrey, Mexico.
